Punta Arenas ( Sandy Point) below is the northwestern-most tip of Vieques, it is the closest point to mainland Puerto Rico. View above is where people picnic, swim and snorkel.

Plan to leave Green Beach around 3 PM. Because of the nearby lagoons the bugs get fierce here just after 3-4 PM or on a windless or cloudy day. Mid days are gorgeous here. This is a popular beach for visitors and locals alike.

It lies at the very end of the long dirt road on the western side of Vieques, you must pass over two metal bridges (not in good repair). Worth the trip.
